California is not only populated well beyond safe carrying capacity, but also the official policies regarding housing, immigration, environment, et al coming from Sacramento are irresponsible, myopic, and self-destructively contradictory. If the ship is so overcrowded that it is listing, you don't encourage more passengers to come on board.
